One of the core components of an effective pre-arrest diversion program is a comprehensive needs assessment to identify needs that may have contributed to criminal involvement in an offense. This is particularly the case with individuals who have a substance use or mental health condition with the goal of providing an opportunity for early intervention. Access to services introduces an opportunity for early intervention that can initiate change.
