Pre-arrest diversion programs serve as a new pathway toward justice for all. Pre-arrest diversion options are made available to any member of the community, regardless of race, gender or ethnicity. This approach follows the national initiatives to re-evaluate how the justice system addresses diversity and inclusion in routine practices. If designed and implemented effectively, pre-arrest diversion programs offer the same opportunity to all, ensuring every person receives equitable access to these programs.
