An Assessment of the Effectiveness of Civil Citation as an Alternative to Arrest Among Youth Apprehended by Law Enforcement

This research project in Dec 2019 examined variations in the application of civil citations as an alternative to arrest for qualifying juveniles in Florida and determined the impact of the use of such civil citations on the recidivism of the juveniles who received them. The authors also developed recommendations for the future use of the civil citation program in Florida.
