Making Youth Pre-Arrest Diversion Work: Lessons for Rhode Island from Los Angeles, Philadelphia and Cambridge

This thesis examines the formation, institutionalization, and operation of successful pre-arrest diversion programs in Los Angeles, Philadelphia, and Cambridge. Most effective programs were those that shifted their Criminal Justice paradigm to a Public Health paradigm.
